The problem of long-term care for nurses of disabled and semi-disabled elderly has brought a heavy burden on many families.
Wang Haidong, director of the Department of Aging and Health of the National Health and Health Commission, said that China is in the stage of rapid population aging. At the end of 2018, the population aged 60 years and over reached 250 million. The average life expectancy of China is 77.0 years, and the average life expectancy of health is Only 68.7 years old, the average age has more than 8 years of disease retention, the proportion of people with more than one chronic disease is as high as 75%, the number of patients holding close to 190 million, disabled and departmental disabled, the elderly are 40 million higher, the elderly The need for health care is growing.
For the elderly, old age cannot be separated from the three foundations of disease treatment, livelihood consultants and recovery care nurses. Relatively speaking, the two problems of a living consultant and a sickness care nurse are shortcomings. According to the data provided by the Growth Research Center of the State Council, the average demand for permanent care nurses for the elderly over 65 in China is 13%. One in five people aged 75 to 80 needs permanent care nurses. One in two people has a need for a nurse, and elderly people over the age of 90 need a permanent care nurse.
In June 2016, the Ministry of Human Resources and Social Security announced the "Guidelines on the Pilot Program of the Permanent Care Nurse Insurance System" and chose to launch the pilot project for permanent care nurses in 15 cities including Shangrao, Jiangxi and Chengdu, Sichuan.

Wang Baoguo, deputy director of Jiaxing Medical Insurance Bureau , the care of nurses in the long-term insurer in the Mainland is a compulsory project. Before the implementation of long-term care insurance, Jiaxing did not have an elderly care nurse who could work at home. There were more than 160 at this moment.

After Xiao Zhou is included in the permanent care nurse insurance, the family members pay 40 yuan of long-term insurance premiums each year and they can enjoy a care nurse subsidy of 1080 yuan per month.
